Dear Members of the City Planning Committee, I am writing on behalf of the Residents’ Association of the Chinor neighbourhood in response to your public consultation on the proposed widening of Bog’ishamol Street, published on 12 September. Our association represents approximately four hundred households, and the views below were agreed at a public meeting attended by more than one hundred and twenty residents.
Shahar rejalashtirish qo‘mitasining hurmatli a’zolari, 12-sentabrda e’lon qilingan Bog‘ishamol ko‘chasini kengaytirish taklifi bo‘yicha jamoatchilik so‘rovingizga javoban Chinor mahallasi aholi uyushmasi nomidan yozyapman. Uyushmamiz taxminan to‘rt yuz xonadonni ifodalaydi va quyidagi fikrlar yuz yigirmadan ortiq aholi qatnashgan ochiq yig‘ilishda kelishib olingan.
We should say at the outset that we fully recognise the problem the proposal seeks to address. Traffic congestion on Bog’ishamol Street has worsened considerably in recent years, particularly at peak times, and residents experience the consequences daily in the form of noise, air pollution and long journey times. We also welcome the committee’s decision to consult the public at an early stage, which has not always been the case with previous projects.
Avvalo shuni aytishimiz kerakki, biz taklif hal qilmoqchi bo‘lgan muammoni to‘liq tan olamiz. So‘nggi yillarda Bog‘ishamol ko‘chasidagi tirbandlik, ayniqsa tig‘iz soatlarda, sezilarli darajada yomonlashdi va aholi uning oqibatlarini har kuni shovqin, havo ifloslanishi va uzoq yo‘l vaqti shaklida boshdan kechirmoqda. Biz, shuningdek, qo‘mitaning jamoatchilik fikrini dastlabki bosqichda so‘rash qarorini olqishlaymiz, avvalgi loyihalarda bu har doim ham shunday bo‘lmagan.
Nevertheless, we have serious concerns about the proposal in its current form. Our principal objection concerns the plan to remove the double row of plane trees that lines both sides of the street. Many of these trees are more than eighty years old and are among the most valued features of our neighbourhood. In summer, when temperatures regularly exceed forty degrees, they provide shade that substantially reduces the temperature of the pavement and of nearby homes. Studies in comparable cities have found that streets with mature tree cover can be several degrees cooler than those without. Newly planted saplings, as the proposal suggests, would take decades to provide equivalent benefits, and many do not survive their first summers.
Shunga qaramay, taklifning hozirgi shakli bo‘yicha jiddiy xavotirlarimiz bor. Asosiy e’tirozimiz ko‘chaning ikki tomonini bezab turgan ikki qator chinor daraxtlarini olib tashlash rejasiga taalluqli. Bu daraxtlarning ko‘pi sakson yoshdan oshgan va mahallamizning eng qadrli xususiyatlaridan biridir. Harorat muntazam ravishda qirq darajadan oshadigan yozda ular yo‘lak va yaqin atrofdagi uylar haroratini sezilarli darajada pasaytiradigan soya beradi. O‘xshash shaharlardagi tadqiqotlar yetuk daraxtlar bilan qoplangan ko‘chalar daraxtsizlariga qaraganda bir necha daraja salqinroq bo‘lishi mumkinligini aniqlagan. Taklifda aytilganidek, yangi ekilgan ko‘chatlar shunga teng foyda berishi uchun o‘nlab yillar kerak bo‘ladi va ularning ko‘pi birinchi yozidan omon qolmaydi.
We are also concerned that the evidence presented in the consultation document does not fully support the case for widening. International experience suggests that adding road capacity in congested cities often produces only temporary relief, as the additional space encourages more people to drive, a phenomenon known as induced demand. Within a few years, traffic levels may return to their previous state, but with a wider, hotter and less pleasant street. We note that the document contains no assessment of this risk.
Shuningdek, so‘rov hujjatida keltirilgan dalillar kengaytirish zarurligini to‘liq qo‘llab-quvvatlamasligidan xavotirdamiz. Xalqaro tajriba tirband shaharlarda yo‘l sig‘imini oshirish ko‘pincha faqat vaqtinchalik yengillik berishini ko‘rsatadi, chunki qo‘shimcha joy ko‘proq odamlarni mashina haydashga undaydi, bu hodisa induksiyalangan talab deb nomlanadi. Bir necha yil ichida transport darajasi avvalgi holatiga qaytishi mumkin, lekin kengroq, issiqroq va noxushroq ko‘cha bilan. Hujjatda bu xavf bo‘yicha hech qanday baholash yo‘qligini qayd etamiz.
We would therefore ask the committee to consider the following alternatives, either instead of or alongside a more limited version of the scheme. First, improving public transport along the corridor, for instance through a dedicated bus lane created by reallocating existing road space rather than removing trees. Second, coordinating traffic signals at the three main junctions, which residents believe are responsible for much of the congestion. Third, creating safe walking and cycling routes to the two schools on the street, since a significant proportion of morning traffic consists of parents driving children short distances.
Shuning uchun qo‘mitadan loyihaning cheklangan versiyasi o‘rniga yoki u bilan birga quyidagi muqobil variantlarni ko‘rib chiqishni so‘raymiz. Birinchidan, yo‘lak bo‘ylab jamoat transportini yaxshilash, masalan, daraxtlarni olib tashlash o‘rniga mavjud yo‘l maydonini qayta taqsimlash orqali yaratilgan maxsus avtobus yo‘lagi orqali. Ikkinchidan, aholi tirbandlikning katta qismiga sabab deb hisoblaydigan uchta asosiy chorrahadagi svetoforlarni muvofiqlashtirish. Uchinchidan, ko‘chadagi ikkita maktabga xavfsiz piyoda va velosiped yo‘llarini yaratish, chunki ertalabki transportning katta qismini bolalarini qisqa masofalarga mashinada olib boradigan ota-onalar tashkil etadi.
We would welcome the opportunity to discuss these suggestions with the committee and its engineers, and several of our members with relevant professional experience, including a civil engineer and an urban ecologist, would be glad to contribute. We would also ask that the committee publish a summary of the responses received and explain how they have been taken into account in the final decision.
Bu takliflarni qo‘mita va uning muhandislari bilan muhokama qilish imkoniyatini mamnuniyat bilan qabul qilamiz va uyushmamizning tegishli kasbiy tajribaga ega bir nechta a’zolari, jumladan qurilish muhandisi va shahar ekologi hissa qo‘shishdan xursand bo‘ladi. Shuningdek, qo‘mitadan olingan javoblarning qisqacha mazmunini e’lon qilishni va ular yakuniy qarorda qanday hisobga olinganini tushuntirishni so‘raymiz.
Thank you for considering our response. We hope that a solution can be found which reduces congestion while preserving one of the city’s most beautiful streets for future generations. Yours faithfully, Dilshod Ergashev, Chair, Chinor Residents’ Association
Javobimizni ko‘rib chiqqaningiz uchun rahmat. Tirbandlikni kamaytirib, shaharning eng chiroyli ko‘chalaridan birini kelajak avlodlar uchun saqlab qoladigan yechim topilishiga umid qilamiz. Hurmat bilan, Dilshod Ergashev, Chinor aholi uyushmasi raisi
