Modern organisations are obsessed with measurement. Schools are ranked by their exam results, hospitals by their waiting times, police forces by their crime statistics and employees by an ever-growing list of “key performance indicators”. The underlying logic seems unanswerable: what cannot be measured cannot be managed, and numbers, unlike opinions, are objective. Yet a growing body of evidence suggests that this faith in measurement frequently backfires, producing not better performance but merely better-looking numbers.
Zamonaviy tashkilotlar o‘lchovga mukkasidan ketgan. Maktablar imtihon natijalari, kasalxonalar kutish vaqti, politsiya bo‘limlari jinoyat statistikasi, xodimlar esa tobora uzayib borayotgan “asosiy samaradorlik ko‘rsatkichlari” ro‘yxati bo‘yicha baholanadi. Asosiy mantiq inkor etib bo‘lmaydigandek tuyuladi: o‘lchab bo‘lmaydigan narsani boshqarib bo‘lmaydi, raqamlar esa fikrlardan farqli o‘laroq xolis. Biroq tobora ko‘payib borayotgan dalillar o‘lchovga bo‘lgan bu ishonch ko‘pincha teskari natija berishini, yaxshiroq faoliyatni emas, shunchaki chiroyliroq ko‘rinadigan raqamlarni keltirib chiqarishini ko‘rsatmoqda.
The problem was identified most memorably by the British economist Charles Goodhart, whose observation has been popularly summarised as “when a measure becomes a target, it ceases to be a good measure”. A number that accurately reflects reality when nobody is paying attention to it becomes distorted as soon as people are rewarded or punished according to it, because they will inevitably find ways to improve the number that do not improve the underlying reality.
Muammoni eng esda qolarli tarzda britaniyalik iqtisodchi Charlz Gudxart aniqlagan, uning kuzatuvi ommaviy ravishda “o‘lchov maqsadga aylanganda, u yaxshi o‘lchov bo‘lishdan to‘xtaydi” deb umumlashtirilgan. Hech kim e’tibor bermaganda haqiqatni aniq aks ettiradigan raqam odamlar unga qarab mukofotlanishi yoki jazolanishi bilanoq buziladi, chunki ular muqarrar ravishda asosiy haqiqatni yaxshilamaydigan, lekin raqamni yaxshilaydigan yo‘llarni topishadi.
Examples are not hard to find. When hospitals in one country were set a target that patients in emergency departments should be seen within four hours, some responded by keeping patients waiting in ambulances outside the building, where the clock had not yet started. Schools judged on the percentage of students achieving a particular grade have been known to focus their efforts on pupils just below the borderline, neglecting both the weakest and the strongest. A frequently told story, possibly apocryphal, describes a Soviet nail factory that, when its target was set by weight, produced a few enormous, useless nails, and when the target was changed to quantity, produced millions of tiny ones.
Misollarni topish qiyin emas. Bir mamlakatdagi kasalxonalarga tez yordam bo‘limlaridagi bemorlarni to‘rt soat ichida ko‘rish maqsadi qo‘yilganda, ba’zilari bemorlarni soat hali ishga tushmagan bino tashqarisidagi tez yordam mashinalarida kuttirib qo‘yish bilan javob berishgan. Muayyan bahoga erishgan o‘quvchilar foizi bo‘yicha baholanadigan maktablar eng zaif va eng kuchli o‘quvchilarni e’tiborsiz qoldirib, chegaradan sal pastdagi o‘quvchilarga kuch sarflagani ma’lum. Tez-tez aytiladigan, ehtimol to‘qima bo‘lgan bir hikoya sovet mix zavodini tasvirlaydi: rejasi og‘irlik bo‘yicha belgilanganda u bir nechta ulkan, foydasiz mixlar ishlab chiqargan, reja miqdorga o‘zgartirilganda esa millionlab mitti mixlar chiqargan.
Beyond such deliberate gaming, metrics cause subtler damage. Because only some aspects of a job can be easily quantified, measurement tends to shift attention towards what is countable and away from what is valuable but intangible. A teacher’s success in inspiring curiosity, a doctor’s patience with a frightened patient, a researcher’s willingness to pursue a risky but important question: none of these appears in a spreadsheet. When professionals sense that only the numbers matter, the qualities that drew them to their work in the first place may wither, and with them their motivation.
Bunday ataylab aldashdan tashqari, ko‘rsatkichlar nozikroq zarar ham yetkazadi. Ishning faqat ba’zi jihatlarini osongina miqdoriy o‘lchash mumkin bo‘lgani uchun, o‘lchov e’tiborni qimmatli, lekin nomoddiy narsadan sanash mumkin bo‘lgan narsaga burishga moyil. O‘qituvchining qiziqish uyg‘otishdagi muvaffaqiyati, shifokorning qo‘rqib ketgan bemorga sabr-toqati, tadqiqotchining xavfli, lekin muhim savolga intilishga tayyorligi — bularning hech biri jadvalda ko‘rinmaydi. Mutaxassislar faqat raqamlar muhim ekanini sezganda, ularni avval bu ishga tortgan fazilatlar so‘lib qolishi va ular bilan birga motivatsiyasi ham yo‘qolishi mumkin.
There is also a hidden cost in time and money. Collecting, checking and reporting data requires an expanding army of administrators, and professionals themselves may spend a substantial share of their working week filling in forms that demonstrate their productivity rather than actually being productive. The irony is acute: systems introduced in the name of efficiency can themselves become a major source of inefficiency.
Vaqt va pulda yashirin xarajat ham bor. Ma’lumotlarni yig‘ish, tekshirish va hisobot berish kengayib borayotgan ma’murlar armiyasini talab qiladi va mutaxassislarning o‘zlari ish haftasining katta qismini haqiqatan unumli bo‘lish o‘rniga o‘z unumdorligini ko‘rsatadigan shakllarni to‘ldirishga sarflashi mumkin. Kinoya o‘tkir: samaradorlik nomi bilan joriy etilgan tizimlarning o‘zi samarasizlikning asosiy manbaiga aylanishi mumkin.
None of this means that measurement should be abandoned. Data can reveal problems that would otherwise remain invisible; the discovery that a particular hospital had unusually high death rates after surgery, for instance, has saved lives. The lesson is rather that metrics work best as tools for diagnosis and learning, used by the professionals themselves, and worst as instruments of reward and punishment imposed from above. They should be few in number, interpreted with judgement rather than mechanically, and regularly reviewed to check whether they still measure what they were intended to measure.
Bularning hech biri o‘lchovdan voz kechish kerak degani emas. Ma’lumotlar aks holda ko‘rinmay qoladigan muammolarni ochib berishi mumkin; masalan, ma’lum bir kasalxonada jarrohlikdan keyingi o‘lim darajasi g‘ayrioddiy yuqori ekanining aniqlanishi hayotlarni saqlab qolgan. Saboq shundaki, ko‘rsatkichlar mutaxassislarning o‘zlari foydalanadigan tashxis va o‘rganish vositasi sifatida eng yaxshi, yuqoridan majburlangan mukofot va jazo quroli sifatida esa eng yomon ishlaydi. Ular soni oz bo‘lishi, mexanik tarzda emas, mulohaza bilan talqin qilinishi va hali ham o‘lchashi mo‘ljallangan narsani o‘lchayotgani muntazam tekshirilishi kerak.
Ultimately, the fascination with metrics reflects a deeper reluctance to trust human judgement. Numbers seem to offer certainty and accountability without the messiness of discretion. But judgement cannot be eliminated, only hidden: someone must still decide what to count, and why. Recognising this is the first step towards using numbers wisely rather than being ruled by them.
Oxir-oqibat, ko‘rsatkichlarga mahliyo bo‘lish inson mulohazasiga ishonishni istamaslikni aks ettiradi. Raqamlar o‘z ixtiyoriga ko‘ra qaror qabul qilishning chalkashligisiz aniqlik va hisobdorlik taklif qilayotgandek tuyuladi. Lekin mulohazani yo‘q qilib bo‘lmaydi, faqat yashirish mumkin: kimdir baribir nimani sanash kerakligini va nima uchun ekanini hal qilishi kerak. Buni tan olish raqamlar boshqaruvi ostida qolish o‘rniga ulardan oqilona foydalanish sari birinchi qadamdir.
