Describe a rule or law that some people disagree with.
You should say:
- what the rule is
- why it was introduced
- who disagrees with it
and explain your own opinion about it.
Namuna javob
A rule that has generated considerable debate is the ban on smoking in indoor public spaces, including cafés and restaurants, which has been introduced and tightened in many countries, including Uzbekistan, in recent years. It was introduced mainly for public-health reasons. Second-hand smoke is linked to heart disease, lung cancer and respiratory problems, and the people most exposed were often those with little choice — waiters, bar staff and children taken out by their parents. Governments also hoped it would encourage smokers to cut down. Opposition has come from several groups. Some business owners, especially those running hookah lounges, feared losing customers and revenue. Some smokers see it as an infringement on personal freedom, arguing that adults should be free to make their own choices and that café owners should decide what happens on their premises. My own view is that the ban is justified, though I sympathise with some of the concerns. The crucial point, for me, is that smoking indoors doesn’t only affect the smoker — it affects everyone sharing the air, including workers who can’t simply choose another job. The principle that your freedom ends where it begins to harm others seems a reasonable basis for regulation. The evidence also suggests that the economic fears were largely exaggerated; in most places, hospitality businesses adapted within a year or two. That said, I think governments should implement such rules thoughtfully — with transition periods, support for affected businesses, and allowance for outdoor spaces — so that regulation feels fair rather than heavy-handed.
Qoida → kiritilish sabablari → kim qarshi (ikki guruh) → shaxsiy pozitsiya + prinsip (erkinlik chegarasi) → dalil → amaliy tavsiya.
3-qism: Muhokama

-
How far should governments go in protecting people from their own choices?
Namuna javob
I think government intervention is most justified when choices harm others, or when people lack full information. Beyond that, softer approaches — information, nudges, taxes — tend to be more respectful of autonomy than outright bans.
Mezon + darajalash.
-
Are young people today more or less willing to follow rules?
Namuna javob
They’re perhaps more willing to question rules, which isn’t the same as breaking them. Many accept rules that are clearly justified, but resist those that seem arbitrary.
Nozik farq.
-
Should rules ever be broken?
Namuna javob
In extreme cases, when a rule is clearly unjust, civil disobedience has historically driven important change. But in ordinary life, respecting rules — while campaigning to change bad ones — is usually the better path.
Istisno + umumiy qoida.
-
Is personal freedom more important than public safety?
Namuna javob
Neither should be absolute. The challenge is balancing them, and the right balance shifts with circumstances, as the pandemic demonstrated.
Muvozanat + misol.
