IELTS Task 2: Who Should Tackle Climate Change?
IELTS 2-topshiriq: iqlim o‘zgarishiga kim javobgar?
Some people believe that individuals can do little to improve the environment and that only governments and large companies can make a real difference. Others think that individual actions are also important.
Discuss both these views and give your own opinion.
Write at least 250 words.
IELTS Writing Task 2 — umumiy ballning uchdan ikki qismini beradi. Savol turini aniqlang (fikr, ikki tomon, afzallik-kamchilik, muammo-yechim yoki ikki savolli) va savolning har bir qismiga javob bering. Pozitsiya kirishda ham, xulosada ham bir xil bo‘lsin.
- discuss the view that only governments and companies matter — faqat hukumat va kompaniyalar muhim degan fikrni muhokama qiling
- discuss the view that individuals also matter — shaxslar ham muhim degan fikrni muhokama qiling
- give your own opinion — o‘z fikringizni bildiring
Imtihon strategiyasi
- Vaqtni bo‘ling: 5 daqiqa reja, 30 daqiqa yozish, 5 daqiqa tekshirish.
- Har bir asosiy abzas: markaziy gap → izoh → misol yoki natija.
- Savolning HAR BIR qismiga javob bering — ikki savolli topshiriqda ikkala savolga ham.
- 250 so‘zdan kam bo‘lsa ball kamaytiriladi; 270–320 so‘z eng qulay.
Namuna javob
Ikkala fikr kuchli va adolatli, o‘z pozitsiyasi ikki tomonni mantiqan bog‘laydi; argumentatsiya Band 8 darajasida. Namuna hajmi: 266 so‘z.

As the effects of climate change become more visible, there is growing debate about who is responsible for protecting the environment. While some argue that only governments and corporations have enough power to make a difference, others believe that individual choices also matter. In my view, both are essential, but government action is the most decisive.
-
Those who emphasise the role of governments and companies point out that a relatively small number of large corporations are responsible for a huge share of global emissions. Only governments can pass laws that limit pollution, invest in renewable energy on a large scale and build efficient public transport systems. Compared with these measures, an individual’s decision to recycle or use a reusable bag may seem almost meaningless. Moreover, placing responsibility on individuals can allow powerful polluters to avoid blame.
-
On the other hand, supporters of individual action argue that consumers collectively have enormous influence. When millions of people choose to eat less meat, fly less often or buy energy-efficient products, companies respond by changing what they produce. Individual behaviour also shapes social norms: people who see their neighbours installing solar panels are more likely to do the same, and voters who care about the environment put pressure on politicians.
-
I believe these approaches support each other. Governments must lead by creating laws and infrastructure, but such policies only succeed when citizens accept and support them through their daily choices and their votes.
-
In conclusion, while governments and large companies have the greatest power to reduce emissions, individual actions remain important because they influence markets, social attitudes and political decisions.
