Tashkent residents can now rent a bicycle for a short journey across the city, thanks to a new bike-sharing scheme which was launched on Monday. In the first stage, five hundred bicycles have been placed at sixty docking stations, mainly near metro stations, universities and parks. The city plans to increase the number to three thousand bikes over the next three years.
Dushanba kuni ishga tushirilgan yangi velosiped ijarasi tizimi tufayli Toshkent aholisi endi shahar bo‘ylab qisqa safar uchun velosiped ijaraga olishi mumkin. Birinchi bosqichda besh yuzta velosiped asosan metro bekatlari, universitetlar va bog‘lar yaqinidagi oltmishta to‘xtash stantsiyasiga joylashtirildi. Shahar kelgusi uch yil ichida bu sonni uch mingtagacha oshirishni rejalashtirmoqda.
The system is simple to use. Users download a mobile app, register with their phone number and add a bank card. To unlock a bike, they scan a code on the handlebars. When they finish their journey, they return the bike to any docking station. The first thirty minutes cost 3,000 sum, and every extra half hour costs 2,000 sum. Monthly passes are also available for regular users.
Tizimdan foydalanish oddiy. Foydalanuvchilar mobil ilovani yuklab olib, telefon raqami bilan ro‘yxatdan o‘tadi va bank kartasini qo‘shadi. Velosipedni ochish uchun ular rul ustidagi kodni skanerlashadi. Safarni tugatgach, velosipedni istalgan stansiyaga qaytarishadi. Birinchi o‘ttiz daqiqa 3 000 so‘m turadi, har bir qo‘shimcha yarim soat esa 2 000 so‘m. Doimiy foydalanuvchilar uchun oylik abonementlar ham mavjud.
City officials hope that the scheme will reduce traffic and air pollution, which have become serious problems as the number of cars in the capital has grown. “Many journeys in the city are less than three kilometres,” said Anvar Toshpulatov, head of the city’s transport department. “These are perfect for cycling. If people use bikes instead of cars for short trips, everyone will benefit.”
Shahar rasmiylari bu tizim poytaxtda avtomobillar soni ortishi bilan jiddiy muammoga aylangan tirbandlik va havo ifloslanishini kamaytirishiga umid qilishmoqda. “Shahardagi ko‘plab safarlar uch kilometrdan kam”, dedi shahar transport boshqarmasi boshlig‘i Anvar Toshpulatov. “Ular velosipedda yurish uchun juda mos. Agar odamlar qisqa safarlar uchun mashina o‘rniga velosipeddan foydalansa, hamma yutadi.”
On the first day, more than two thousand journeys were made. Many users were students. “I live two kilometres from my university, and the bus is always full,” said Kamola, a nineteen-year-old economics student. “Now I can cycle there in ten minutes, and it’s cheaper than a taxi. I also feel healthier.”
Birinchi kuni ikki mingdan ortiq safar amalga oshirildi. Ko‘plab foydalanuvchilar talabalar edi. “Men universitetimdan ikki kilometr uzoqda yashayman va avtobus doim to‘la bo‘ladi”, dedi o‘n to‘qqiz yoshli iqtisodiyot talabasi Kamola. “Endi u yerga o‘n daqiqada velosipedda bora olaman va bu taksidan arzonroq. O‘zimni sog‘lomroq ham his qilyapman.”
However, not everyone is convinced. Some people say that the city is not safe for cyclists. There are only a few kilometres of cycle lanes in Tashkent, and many drivers are not used to sharing the road with bikes. “I would like to try it, but I’m afraid of the traffic,” said Rustam, a forty-five-year-old office worker. “They need to build proper cycle lanes first.”
Biroq hamma ham bunga ishonch hosil qilmagan. Ba’zilar shahar velosipedchilar uchun xavfsiz emasligini aytishmoqda. Toshkentda atigi bir necha kilometr velosiped yo‘lagi bor va ko‘plab haydovchilar yo‘lni velosipedlar bilan bo‘lishishga o‘rganmagan. “Sinab ko‘rmoqchi edim, lekin tirbandlikdan qo‘rqaman”, dedi qirq besh yoshli ofis xodimi Rustam. “Avval ular to‘g‘ri velosiped yo‘laklarini qurishlari kerak.”
The transport department says it is aware of these worries. It has promised to build forty kilometres of new cycle lanes by the end of next year, starting with the main roads in the city centre. Officials also say that all the bikes have lights and a bell, and users are advised to wear a helmet, although this is not required by law.
Transport boshqarmasi bu xavotirlardan xabardor ekanini aytmoqda. U kelgusi yil oxirigacha shahar markazidagi asosiy yo‘llardan boshlab qirq kilometr yangi velosiped yo‘lagi qurishga va’da berdi. Rasmiylarning aytishicha, barcha velosipedlarda chiroq va qo‘ng‘iroq bor, foydalanuvchilarga esa qonun talab qilmasa-da, dubulg‘a kiyish tavsiya etiladi.
Similar schemes have been successful in many cities around the world, from Paris to Almaty. In Almaty, for example, the number of bikes has grown from three hundred to more than five thousand since the scheme started. If Tashkent’s scheme is as popular, the capital’s streets could look very different in a few years.
Shunga o‘xshash tizimlar Parijdan Olmaotagacha dunyoning ko‘plab shaharlarida muvaffaqiyatli bo‘lgan. Masalan, Olmaotada tizim boshlanganidan beri velosipedlar soni uch yuztadan besh mingtadan ko‘proqqa yetgan. Agar Toshkent tizimi ham shunchalik ommabop bo‘lsa, bir necha yildan keyin poytaxt ko‘chalari butunlay boshqacha ko‘rinishi mumkin.
