One of the largest solar power plants in Central Asia officially began operating yesterday in the desert region of Navoi. The plant, which covers an area roughly the size of four hundred football pitches, contains more than six hundred thousand solar panels and is expected to generate enough electricity to supply around three hundred thousand homes.
Markaziy Osiyodagi eng yirik quyosh elektr stansiyalaridan biri kecha Navoiy viloyatining cho‘l hududida rasman ishga tushdi. Taxminan to‘rt yuzta futbol maydoni kattaligidagi maydonni egallagan stansiyada olti yuz mingdan ortiq quyosh paneli bor va u taxminan uch yuz ming xonadonni ta’minlash uchun yetarli elektr energiyasi ishlab chiqarishi kutilmoqda.
Speaking at the opening ceremony, the Minister of Energy described the project as “a turning point” in the country’s efforts to reduce its dependence on natural gas, which currently produces the vast majority of its electricity. The government has set a target of producing a quarter of the country’s power from renewable sources by 2030, and officials say that several more large solar and wind projects are already under construction.
Ochilish marosimida so‘zga chiqqan energetika vaziri loyihani mamlakatning hozirda elektr energiyasining katta qismini ishlab chiqaradigan tabiiy gazga qaramlikni kamaytirish borasidagi sa’y-harakatlarida “burilish nuqtasi” deb ta’rifladi. Hukumat 2030-yilgacha mamlakat energiyasining chorak qismini qayta tiklanadigan manbalardan ishlab chiqarishni maqsad qilib qo‘ygan va rasmiylarning aytishicha, yana bir qancha yirik quyosh va shamol loyihalari allaqachon qurilmoqda.
The plant was built in just under two years by an international consortium, at a cost of around three hundred million dollars. Under the terms of the agreement, the consortium will operate the plant for twenty-five years and sell the electricity to the national grid at a fixed price. Supporters say that this model attracts foreign investment without placing the full financial risk on the government.
Stansiya xalqaro konsorsium tomonidan ikki yilga yetmagan muddatda, taxminan uch yuz million dollarga qurilgan. Kelishuv shartlariga ko‘ra, konsorsium stansiyani yigirma besh yil davomida boshqaradi va elektr energiyasini milliy tarmoqqa qat’iy narxda sotadi. Tarafdorlarning ta’kidlashicha, bu model butun moliyaviy xavfni hukumat zimmasiga yuklamasdan xorijiy investitsiyalarni jalb qiladi.
Experts say the region is well suited to solar energy. Navoi receives more than three hundred sunny days a year, and the flat, sparsely populated desert offers plenty of space. However, the conditions also create challenges. Dust and sand reduce the efficiency of the panels, so they must be cleaned regularly, and high summer temperatures, which can exceed forty-five degrees, also lower their output. The operators say they will use robotic cleaning systems that require very little water, an important consideration in such a dry area.
Mutaxassislarning aytishicha, mintaqa quyosh energiyasi uchun juda mos. Navoiyda yiliga uch yuzdan ortiq quyoshli kun bo‘ladi, tekis va aholi siyrak cho‘l esa ko‘p joy taqdim etadi. Biroq bu sharoitlar qiyinchiliklar ham tug‘diradi. Chang va qum panellarning samaradorligini pasaytiradi, shuning uchun ularni muntazam tozalash kerak, qirq besh darajadan oshishi mumkin bo‘lgan yozgi yuqori harorat ham ularning quvvatini kamaytiradi. Operatorlarning aytishicha, ular juda kam suv talab qiladigan robotlashtirilgan tozalash tizimlaridan foydalanadi, bu esa shunday quruq hududda muhim omil.
The project has created around two hundred permanent jobs, most of them filled by local residents, and around two thousand people were employed during construction. “Before, young people had to go to the city or abroad to find work,” said Bahodir Rahimov, a technician from a nearby village. “Now I can work in my own region and learn new skills at the same time.”
Loyiha ikki yuzga yaqin doimiy ish o‘rni yaratgan, ularning aksariyatini mahalliy aholi egallagan, qurilish davomida esa ikki mingga yaqin kishi ishlagan. “Ilgari yoshlar ish topish uchun shaharga yoki chet elga ketishga majbur edi”, — dedi yaqin atrofdagi qishloqdan bo‘lgan texnik Bahodir Rahimov. — “Endi men o‘z viloyatimda ishlashim va bir vaqtning o‘zida yangi ko‘nikmalarni o‘rganishim mumkin.”
Not everyone is entirely satisfied. Some environmental groups have raised concerns about the effect of large solar farms on desert wildlife, including tortoises and rare birds, and have called for more detailed studies before further plants are built. Energy analysts also warn that solar power produces nothing at night, so the country will need to invest in battery storage and modernise its electricity grid to make full use of renewable energy.
Hamma ham to‘liq mamnun emas. Ba’zi ekologik guruhlar yirik quyosh fermalarining cho‘l yovvoyi tabiatiga, jumladan toshbaqalar va noyob qushlarga ta’siri haqida xavotir bildirib, yangi stansiyalar qurilishidan oldin batafsilroq tadqiqotlar o‘tkazishga chaqirishgan. Energetika tahlilchilari ham quyosh energiyasi kechasi hech narsa ishlab chiqarmasligidan ogohlantirib, qayta tiklanadigan energiyadan to‘liq foydalanish uchun mamlakat batareya saqlash tizimlariga sarmoya kiritishi va elektr tarmog‘ini modernizatsiya qilishi kerakligini ta’kidlashadi.
Officials say a large battery storage facility is planned next to the plant and should be completed within three years.
Rasmiylarning aytishicha, stansiya yonida yirik batareya saqlash inshooti rejalashtirilgan va u uch yil ichida qurib bitkazilishi kerak.
